Excel moves every cell name with the formula. Usually that's what you want: B2 becomes B3, then B4.
When every row should use the same cell, like one exchange rate or one tax rate, put a $ before the column letter and the row number: $F$1. It then stays F1 wherever you copy the formula.
While typing a cell name, press F4 to add the $ signs.
